Diseño de un centro de capacitación e investigación para las comunas del cerro Ilaló en el barrio Pachosalas.

Abstract

El trabajo de fin de carrera se desarrolla en el cerro Ilaló en el barrio Pachosalas. El Ilaló declarado bosque protector, por ser un espacio recreativo, deportivo e interactivo, en donde la urbe se integra con la naturaleza y se libera de la monotonía de la ciudad. Pese a sus grandes atributos, el cerro presenta una gran problemática generada principalmente por la falta de consciencia medioambiental por parte de la sociedad, construyendo urbanizaciones dentro del Ilaló, la tala desenfrenada de árboles, la introducción de especies no nativas y la ausencia de una ordenanza que proteja el patrimonio natural y cultural del cerro, lo que ha provocado pérdida de cobertura vegetal y la desintegración de algunas comunas que habitan el cerro. Con el estudio del concepto de la reserva de la biósfera se logró comprender cómo se puede conservar un espacio natural con el ser humano dentro de él. El equipamiento propuesto nace de la necesidad de proteger a la naturaleza del Ilaló con la ayuda de la sociedad, mediante un programa arquitectónico que integre al ser humano y a la naturaleza, proponiendo la investigación in situ, capacitaciones y educación ambiental a la población local y a sus visitantes. El proyecto arquitectónico va de la mano de la normativa vigente y respeta a la naturaleza invadiendo lo menos posible su espacio, junto a estrategias arquitectónicas y sostenibles que prioricen la consciencia ambiental en un área sensible.

The end-of-career project takes place on the Ilaló hill, in the Pachosalas neighborhood. The Ilaló was declared a protective forest because it is a recreational, sports, and interactive space, where the city fits in with nature and it frees itself from the monotony of the city. Despite its great attributes, the hill has a severe problem that has been generated mainly due to some factors like the lack of environmental awareness on the part of society, which has built urbanizations in the Ilaló sector; the unrestrained felling of trees; the introduction of non-native species, and the absence of a municipal ordinance that protects the natural and cultural heritage of the hill; all of this has caused the loss of vegetation cover and the disintegration of some communes that inhabit the hill. With the study of the concept of the biosphere reserve, it was possible to understand how a natural space can be conserved with the human being inside of it. The proposed equipment arises from the need to protect the nature of the Ilaló sector with the help of society, through an architectural program that puts together human beings and nature by proposing an on-site research, training, and an environmental education program for the local population and its visitors. The architectural project goes hand by hand with current regulations and it respects nature by occupying its space as little as possible, along with architectural and sustainable strategies that prioritize environmental awareness in a sensitive area.
